Sichuan's agricultural modernization plan pledges to keep grain sown area at or above 96 mln mu (≈6.4 mln ha) and launches a new round of grain-capacity enhancement. The plan deepens the Tianfu Granary — 100 counties, 1,000 plots program and promotes 'ton-per-mu' field construction, integrating the 'four goods' (good land, good seed, good machinery, good methods) to raise yields at scale. It calls for optimizing crop mix and regional layout: boost rice and corn capacity, stabilize wheat, consolidate soybean and oilseed expansion gains, and develop autumn–winter potatoes and ratoon rice where suitable. Policy measures include provincial fiscal subsidies for large-scale grain growers, grain production incentives, continuation of the minimum purchase price for paddy, and wider rollout of full-cost insurance for the three major grains plus full-cost soybean insurance and planting-income insurance.
