The Shanghai Municipal Planning and Natural Resources Bureau issued the
Near-term Land and Spatial Implementation Plan for 2026–2030. The plan targets
that by 2030 the core functions of Shanghai’s “five centers” will be
significantly strengthened—global resource allocation, science and technology
innovation sourcing, high-end industry leadership, open-hub gateway influence
and cultural soft power—and that Shanghai’s development as an innovation city,
ecological city, cultural city and a world-influential socialist-modern
international metropolis will advance to a higher stage, with the city playing a
leading and demonstrative role in China’s modernization drive.
