The National Financial Regulatory Administration published the draft amendments
to the PRC Insurance Law for public comment, proposing to bring insurer
shareholders and ultimate controllers within the regulator’s scope; strengthen
qualification reviews of major shareholders and ultimate controllers and tighten
market entry; codify shareholders’ capital contribution, related‑party
transaction reporting and information‑disclosure obligations; prohibit nominee
shareholdings and improper interference in company management; and introduce
targeted compulsory supervisory measures and specific penalties to increase
control over shareholders and ultimate controllers.
