The Cyberspace Administration and six other ministries issued an Implementation
Plan for Promoting Coordinated Digital and Green Transformation (2026–2030). The
plan targets that by 2030 AI will become lower‑cost and more efficient and will
deeply enable green, low‑carbon technology and industrial development. It calls
for substantial energy‑efficiency gains in emerging areas such as computing
power facilities (data centers) and 5G base stations, and directs renewable
electricity consumption in key sectors including computing facilities to reach
each province’s renewable power consumption responsibility weight. The plan also
accelerates digital‑green integration across agriculture, manufacturing, trade,
consumption and urban operations and says data‑intelligent tools will strengthen
environmental governance to support a comprehensive green economic transition
and higher‑quality growth.
