China’s 2026-2030 Implementation Plan for Promoting Coordinated Digital and Green Transformation calls for green, low-carbon development of compute facilities. It supports green design measures — including liquid cooling, waste-heat recovery and low-power chips — and directs exploration of an 800V high-voltage DC power architecture while promoting single-rack deployments above 100 kW. The plan requires green operational models using digital-twin simulation, multimodal sensing and AI to enable real-time energy monitoring, forecasting, dynamic adjustment and intelligent lifecycle management of data centers. It mandates compute-power coordination: align compute green-power demand with renewable absorption, steer compute capacity toward wind/solar/hydro-rich regions, develop co-scheduling and green-power direct-connection standards, and advance high-efficiency, long-duration, large-capacity storage technologies and green certificate/green-power trading to raise renewable use in compute facilities. It also urges accelerated upgrades of small, aging compute sites and wider rollout of energy-saving, carbon-reduction equipment and audits.
