Chongqing's development and reform commission issued 16 measures to encourage
foreign-invested enterprises to reinvest domestically, framed on an
equal-treatment principle for domestic and foreign capital. The package centers
on guiding foreign investment allocation, easing investment and operations, and
strengthening safeguards. It explicitly targets participation in Chongqing's
33618 modern manufacturing cluster, prioritizing intelligent-connected NEVs,
next-generation electronic information manufacturing, and advanced materials to
strengthen and extend industrial chains. The city pledges to fully eliminate
foreign-investment access restrictions in manufacturing; qualifying
foreign-invested firms' onshore reinvestments in manufacturing projects will
receive the same municipal-level project factor guarantees and support policies
as domestic investors.
