Henan’s housing and urban-rural development department and eight other
provincial departments issued a policy package titled Several Measures to
Coordinate Controlling Increment, Destocking, Improving Supply and Stabilizing
the Real Estate Market, pledging stepped-up support for housing consumption
including locally tailored purchase subsidies and loan interest subsidies. The
package promotes real‑estate+ online and offline promotions tied to local
culture and tourism to stimulate demand and backs diversified upgrade demand. It
also relaxes unit-counting for qualification: buyers with no property within the
administrative boundaries of the county (city, district) where the intended
purchase is located may be treated as first-time buyers; multi-child households
that already own property may have one unit deducted when counting owned homes
for a subsequent purchase.
