compute, investment and ecosystem layers. On compute, it has strategically
backed super‑intelligent integrated hard‑tech firms and committed long‑term
capital to heterogeneous‑compute, full‑stack GPU companies to support an
integrated AI4S development platform. On investment, it has built a multi‑tier
AI investment matrix led by a Shanghai AI parent fund with total scale of 22.5
bln yuan for full‑stack coverage, alongside targeted vehicles such as a Shanghai
large‑model fund and an embodied‑intelligence fund to anchor niche sub‑sectors,
creating a gradient structure combining top‑level ecosystem guidance and deep
vertical‑track cultivation. On ecosystems, it has set up a full‑chain tech
commercialization service linking competition incubation, technical validation
and industrial deployment, coordinating research institutes, major labs, large
enterprises, universities and innovation competitions to accelerate 0→1 original
innovation, 1→10 results conversion and 10→100 industrial scaling.
