The Ministry of Agriculture and Rural Affairs issued a national livestock and
veterinary industry 15th Five-Year Plan, targeting by 2030 higher-quality
development of the livestock sector with more secure supply of major meat and
poultry products and an upgraded product mix including more high-quality
specialty outputs. The plan seeks to consolidate production capacity, optimize
scale and facility-based farming, and strengthen technology support. It directs
policy to enhance the role of large enterprises in linking and supporting
farmers, improve value-chain profit distribution, and raise the operating
quality of small and mid-sized farms. The ministry targets effective control of
major animal diseases, progress on disease purification in breeding stock, lower
zoonotic risk and stronger veterinary public-health standards, alongside a
reduction in veterinary antibiotic use per unit of livestock product.
Environmental measures emphasize greater recycling of manure, wider adoption of
integrated crop–livestock systems and continued green transformation of the
sector.
