President Trump on Wednesday reiterated a pledge to pay $5,000 to each U.S. adult if Republicans win both chambers; Vice President Vance said funds could come from tariffs. Covering roughly 240m adults would cost about $1.2tr, roughly two-thirds of the FY25 $1.8tr deficit. The Yale Budget Lab estimates current tariff schedules would raise about $1.9tr over 10 years — annual receipts would be far too small to fund a one‑off payout, implying incremental borrowing and higher publicly held debt. At about 8% of median full‑time annual earnings, a $5,000 payment could materially boost consumption if more than 60% is spent, adding upward pressure to inflation; headline inflation is near 3.4%. Markets price roughly a 60% chance of a Fed rate hike this month, which could partially offset fiscal stimulus. The proposal requires congressional approval; prediction markets assign only about a 15% probability Republicans win both chambers, leaving large execution risk.
