According to statistics from JPMorgan Chase's Sustainable Investment Research Team, as of July 2026, 15 U.S. states have proposed measures to suspend or restrict the construction of new data centers. However, the progress of a comprehensive halt to construction has been limited: proposals from six states have failed, Maine's plan was rejected, only New York has implemented a one-year suspension of approvals through an executive order, and the remaining proposals are still in the proposal or review stage.
JPMorgan Chase points out that most data center projects are still progressing, and states may subsequently adopt more methods such as independent electricity pricing, long-term electricity commitments, infrastructure cost sharing, and water disclosure to manage new load.
