China's Ministry of Finance issued an Implementation Plan to accelerate
high-quality development of agricultural insurance, calling for an improved
product-supply framework of policy insurance + commercial insurance and basic
insurance + supplementary insurance. It encourages local authorities to design
supplementary coverages on top of basic physical-cost insurance to raise
protection levels, and to develop agricultural weather-index (parametric)
insurance tailored to local conditions. The ministry also supports insurers
expanding commercial agricultural products and creating integrated,
farmer-friendly insurance solutions.
