Ukraine said it struck a major Russian oil company refinery in the Volga region. The Ukrainian General Staff reported a fire at the Saratov refinery; damage is being assessed. Kyiv resumed attacks on Russian energy infrastructure this week after a four-day pause during visits by a US special envoy to Moscow and Kyiv for peace talks. Since Sunday Ukrainian officials have confirmed strikes on three refineries, two Arctic gas-condensate processing plants and a Black Sea fuel-oil terminal. Ukraine says the campaign aims to degrade Moscow's revenue and sustainment; the strikes have cut Russian road-fuel output and prompted the Russian government to temporarily ban most gasoline and diesel exports.
