The top 10 are: United States, China, Japan, Russia, United Kingdom, Germany, France, India, Italy, Netherlands. The report says the US and China lead on hard-power metrics; Japan, Russia, the UK and India are competitive. On soft-power metrics it lists France, the US, Russia, Italy and China as leaders.
