A tropical depression in the South China Sea is forecast to bring heavy to
torrential rain to Hainan from Sept 13–15; some small and medium rivers may
experience floods above warning levels. At 10:00 on Sept 13 the Ministry of
Water Resources activated a level-IV flood-defense emergency, directing local
water authorities to closely monitor the system and prioritize safety of
small/medium reservoirs, mountain-flood control and flood defense for
small/medium rivers.
