Banks are directed to expand tech lending with differentiated support on product limits, tenors, pricing and collateral for R&D and technology commercialization; banks may set their own methods for calculating tech firms’ working-capital needs. The guidance supports financing for breakthroughs in chokepoint technologies to strengthen supply-chain autonomy, promotes equipment upgrades via finance leases, and encourages M&A-led consolidation by prioritizing industry “chain‑leader” tech firms with strong innovation, large upgrade needs and broad market prospects to facilitate capital circulation.
