Guangzhou municipal government issued a municipal Marine Economy 15th Five-Year
Plan targeting expansion of the marine electronic information sector. Policy
measures prioritize subsea wireless communication terminals, underwater acoustic
communication devices, marine observation sensors and detection radar; deep
integration of satellite‑internet mega‑constellations with the marine industry,
including R&D of marine‑environment‑adapted satellite internet terminals and
chips and a satellite‑internet data service hub for marine applications;
deployment of 5G+Beidou integrated navigation and unified air‑space‑ground‑sea
networking; and development of marine AI foundation models and specialized
models for detection, aquaculture and shipping to seed AI+marine application and
a sensing‑data‑model‑service‑trade industry chain.
