Guangzhou’s Marine Economy Development 15th Five-Year Plan directs a rapid expansion of the cruise and yacht sector, prioritizing more multi‑homeport operations and “one‑trip, multiple‑stop” international boutique routes. The plan calls for shore‑side commercial upgrades in Nansha to strengthen cruise‑to‑city consumption and advances construction of yacht marinas at International Financial City, Pharmaceutical Port and Guangzhou Window. It mandates streamlined yacht border procedures—including joint boarding inspections and faster entry/exit checks—and backs Nansha, Panyu and Huangpu in building integrated yacht service centers to provide expedited government services.
