Heavy rains triggered floods across Hainan; on Sept. 15 the National Commission
for Disaster Prevention, Reduction and Rescue and the Ministry of Emergency
Management activated a national Level‑4 emergency response. CHINA STATE PLANNER
has urgently allocated 30 mln yuan of central budget investment to support
Hainan’s post-flood emergency restoration, earmarked for repair of damaged roads
and water‑conservancy infrastructure and for restoring public‑service facilities
including schools and hospitals to help restore normal production and living
order.
