On Sept. 15, Russian foreign minister LAVROV said Russia is prepared to enter a new round of talks on Ukraine and to seek a compromise within its established positions and framework. He said Moscow wants to end the conflict and has not refused negotiations, and that responsibility for any breakdown does not lie with Russia. If other parties demonstrate negotiating intent, Russia will take part in bilateral or trilateral talks. LAVROV reiterated that Russia’s stance and the objectives of the special military operation have not changed and that Moscow will not suspend the operation during negotiations.
