[Central Bank of Iran: No Plans to Issue Foreign Exchange Pre-sale Bonds] According to Iran's Tasnim News Agency, the Central Bank of Iran stated that it currently has no plans to issue foreign exchange pre-sale bonds. Following reports that the Iranian Commodity Exchange had begun taking steps to design and issue "foreign exchange pre-sale bonds," the Central Bank of Iran clarified that, according to Article 44, Section "H" of the Central Bank Law, the authority to approve regulatory rules for the issuance of foreign exchange-based financial instruments and foreign exchange derivatives rests solely with the Supreme Council of the Central Bank of Iran. Therefore, any actions regarding the design and issuance of such instruments must be carried out within the framework of approval by the Supreme Council of the Central Bank of Iran and in accordance with relevant legal provisions. Furthermore, the Central Bank of Iran currently has no plans to develop or issue foreign currency debt instruments (such as foreign exchange pre-sale bonds) in the capital market.
