China's Ministry of Finance, jointly with the Ministry of Agriculture and Rural
Affairs, the Financial Regulatory Administration and the National Forestry and
Grassland Administration, issued an Implementation Plan (Cai Jin [2026] No. 88)
to accelerate high‑quality development of agricultural insurance. The plan sets
2030 targets to build a multi-layer agricultural insurance system aligned with
farm risk needs and modern agriculture and to reach an internationally advanced
level. Measurable targets include: raise agricultural insurance depth—the ratio
of agricultural insurance premiums to primary‑industry value added—to 1.9% by
2030; increase agricultural insurance density (no numeric target disclosed); and
lift agricultural insurance technology‑investment intensity—the ratio of
insurers' tech innovation spending (staff costs, tech service fees, tech
intangible and fixed assets) to premiums—to 1% by 2030.
