Sept 17 — At a regular briefing Foreign Ministry spokesperson Guo Jiakun was asked about a U.S. Congress bill authorizing President Trump to levy tariffs on countries buying Russian petroleum products. Guo said China conducts normal, mutually beneficial trade on an equal basis, that such cooperation neither targets third parties nor is subject to third‑party interference or coercion, and “we have always opposed extraterritorial jurisdiction that lacks basis in international law and is not authorized by the UN Security Council.”
