Russian ambassador to Canada Oleg Stepanov said on the 17th that normal
bilateral relations between Moscow and Ottawa have long ceased due to Canada’s
actions, RIA reported. Asked whether ties had hit a low, Stepanov said “low
point” is relative and that, broadly speaking, there have long been no normal
bilateral relations; he placed responsibility for the current state on Canada.
He reiterated comments from February that Canada first undermined the
relationship and said there is no prospect for stability even over the long
term.
