Xi'an Housing Provident Fund Management Center issued a notice widening withdrawal scope, effective Sept. 20, 2026. Renovation: for owner-occupied homes in Xi'an bought within the past 1 year (inclusive) or held as owner-occupied for at least 15 years, owners and their spouses may make a one-time withdrawal of their provident fund balance to pay renovation costs for one residence; amount is calculated at 1,500 yuan per sq. meter (certificate area), capped at 200,000 yuan. Property fees: owners and spouses may apply once every 12 months to withdraw funds to pay annual property-management fees for one residence; caps are 3,000 yuan/year for ≤90 sq. m and 4,000 yuan/year for >90 sq. m. Dilapidated-house renewal: owners in Xi'an who meet renewal criteria, plus their spouses, parents and children, may withdraw funds to cover renewal costs up to actual renovation expenses.
