China's NDRC, NEA and the National Mine Safety Administration issued a joint notice directing coal-producing provinces and coal firms to, while ensuring safety, accelerate measures to stabilize production and secure supply. The notice mandates stronger monitoring and dispatch, optimized production planning, expedited mine resumptions and full-capacity restarts, and faster acceptance of jointly trial-run mines to support a steady rebound in coal output. It also requires tighter signing and performance of medium- and long-term thermal-coal contracts, use of imports to supplement domestic supply, and advancement of follow-up coal capacity construction. Authorities said they will enhance coordination, guide implementation, adjust policies and, where appropriate, timely release coal-capacity reserves to stabilize production and market functioning.
