At a State Council Information Office briefing today, the Ministry of Housing
and Urban-Rural Development said the housing and urban-rural development sector
will face new dynamics during the 15th Five-Year Plan period. The ministry
identified three main segments—urban-rural construction, housing and real
estate, and the construction industry—each at a critical transformation point.
For urban-rural construction it described two shifts: urbanization is moving
from rapid expansion to stable growth, and city development is shifting from
large-scale incremental expansion to stock-focused quality and efficiency
improvements. For housing and real estate it cited two transitions: a
significant change in market supply-demand dynamics and a move into a stock era.
For the construction industry it outlined a threefold transformation toward
intelligence, greening and integration.
