Turkey’s Capital Markets Board said on Thursday it has appointed the country’s largest private bank, Turkish Bank, and the state Agricultural Bank to oversee liquidation of 131 investment funds. The funds hold more than $18 billion of assets and involve about 350,000 investors. Turkish Bank will handle funds established by Tera Portfoy Yonetimi AS; the Agricultural Bank will supervise funds run by six other asset managers, including Pusula Portfoy Yonetimi AS. The banks will sell assets in phases and remit cash to investors pro rata. Redemption requests submitted after 13:30 on Sept. 17 will be prioritized.

NBC, citing seven current and former U.S. and Western officials, reports the Pentagon is assessing a significant drawdown of U.S. forces in Europe that could withdraw roughly 25,000 troops—about one-third of the roughly 80,000 currently stationed there—and could extend to as many as 40,000. The Pentagon launched a six-month review in June; an assessment is expected to be submitted to the defense secretary soon. Options under consideration include cuts to air, naval and ground personnel or relocation of some units. Officials say the review aims to align deployments with the "America First" strategy. Some European governments and U.S. lawmakers warn a large-scale withdrawal could weaken NATO deterrence; supporters argue for rebalancing overseas forces and shifting greater defense burden to European allies. No decision has been made; any withdrawal would require presidential approval.
