China's Ministry of Culture and Tourism, in its Cultural Industry Development
'15th Five-Year' plan, directs financial sector to better align services with
cultural industry demand, urging banks to expand credit, and calling for
tailored financial product and service innovation. The plan supports eligible
cultural companies raising capital via listings, equity and bond issuance,
encourages VCs to increase early- and growth-stage investments, asks insurers to
develop products for cultural firms, promote qualifying cultural projects
issuing infrastructure real estate investment trusts (REITs), and cultural tasks
and tourism financial service centers with strengthening industry financing
services.
