China's Ministry of Culture and Tourism published the Cultural Industry
Development “15th Five‑Year Plan”, directing policy to smooth cross‑regional
factor flows and boost efficient collaboration between regional innovation
chains and industrial chains. The plan backs eastern regions to lead on
cultural‑tech innovation and cultural service trade; supports central regions in
resource revitalization and industrial restructuring; and urges western and
northeastern regions to convert unique natural and cultural resources into
industrial advantages. It calls for strengthening Beijing‑Tianjin‑Hebei, the
Yangtze River Delta and the Guangdong‑Hong Kong‑Macao Greater Bay Area as
cultural industry innovation hubs, raising Chengdu‑Chongqing’s cultural industry
capacity, promoting regional cultural industry belts and clusters, supporting
distinctive cultural industries in old revolutionary base areas, ethnic and
border regions, and expanding ecological culture development and marine cultural
industries.
