Shenzhen's Planning and Natural Resources Bureau issued a city-level 'six
networks' planning 'one-map' coordination and spatial-element safeguards work
plan, the first municipal scheme in China to establish a modern infrastructure
spatial-governance mechanism. The plan mandates a four-dimensional
spatio-temporal digital base aggregating aboveground, underground and land-sea
spatial data, a dynamically updated project database, and an AI-driven approval
and supervision system to track, supervise and coordinate projects through the
full lifecycle. It requires real-time data sharing to prevent repeated road
excavation and duplicated facility construction, converting planning blueprints
into a schedulable, regulable 'live map'.
