Beijing’s municipal bureau of economy and informatization and the municipal
development and reform commission today issued the Action Plan for Accelerating
the Token Economy (2026–2028). The plan mandates high-standard construction of
token factories and establishes graded evaluation standards covering number of
supported/adapted models, token throughput, time-to-first-token latency, cache
hit rate, power usage effectiveness (PUE) and other core technical metrics. It
calls for optimizing land allocation, energy-consumption indicators and
telecommunications networks to support these facilities and pledges support for
industry-leading token factories.
