Beijing’s municipal economic and information bureau and development and reform
commission issued an action plan (2026–2028) to accelerate the token economy.
The plan calls for faster iteration of foundational models to raise model
capability ceilings, mandates model–chip adaptation and tuning, and supports R&D
for inference‑dedicated chips, model lightweighting and edge deployment. It also
directs high‑level construction and coordinated use of intelligent computing
resources to boost token production capacity.
