The General Office of the CPC Central Committee and the General Office of the
State Council issued Opinions on Classified Promotion of Higher Education
Reform. The paper mandates a classified development framework for Chinese higher
education: strengthen national top‑level design and macro guidance; establish
classified management and governance arrangements for universities; create
classified evaluation systems with multi-track, multi-entity assessments;
improve resource‑allocation and incentive mechanisms; and bolster talent
supply‑demand matching. It instructs refinement of discipline and major
adjustment mechanisms and of talent‑training models driven by national strategic
needs.
