China's Ministry of Culture and Tourism issued its Public Cultural Service
System Construction '15th Five-Year Plan', directing the development of 'small
and beautiful' urban and rural public cultural spaces. The plan mandates
pragmatic, phased implementation alongside urban renewal and rural construction
under an 'update a batch, upgrade a batch, share a batch' principle to optimize
layout and improve effectiveness. It requires scientific site planning by
service population, coverage radius and actual demand to create city 15-minute
public cultural service circles, and urges rural specialization by expanding
outdoor cultural and sports venues, reusing idle rural assets, and integrating
public cultural services with rural production and living ecology.
