Abbas Aslani, a researcher at the Middle East Strategic Studies Center (ORSAM) in Turkey, stated that Iran's willingness to initiate negotiations depends on the credibility of past US-Iran agreements. He pointed out that the US withdrawal from the Iran nuclear deal in 2015 set a precedent that severely damaged mutual trust. Aslani stated, "Iran had agreed to open the Strait of Hormuz, and in fact, 60% of the strait has been reopened to traffic."
He mentioned that Article 1 of the Islamabad Memorandum of Understanding called for an end to hostilities in the region, including Lebanon, but Israel has not complied.
Article 5 of the memorandum stipulates that Iran will decide the navigation routes in the Strait of Hormuz; however, this clause has not been implemented.
"It's hard to imagine Iran making concessions on the nuclear issue. Iran cannot guarantee that even if a new agreement is reached, the final outcome won't be a repeat—a joint US-Israeli attack."
