On Sept. 26 at the 81st UN General Assembly general debate, Russian Foreign Minister Lavrov said the time has come to ensure the establishment of a Palestinian state on the basis of multiple UN resolutions. He noted the UN Security Council approved a Gaza peace plan about a year ago but the region has not achieved peace, civilians continue to die and the humanitarian situation remains severe. Lavrov said Israel is expanding settlements in the West Bank, warning that continued deterioration will make a Palestinian state impossible and that without one Israel will face a perpetual security threat.
