The Chinese Academy of Sciences (CAS) published its 15th Five-Year development
plan, prioritizing seizure of the technological high ground. CAS singles out
basic research, strategic high-tech and sustainable development as its strategic
priorities for the next five years and directs resources toward AI-enabled
scientific research, strengthening core scientific infrastructure and optimizing
regional R&D capacity. The plan also mandates reforms to build world-class
research institutions, including integrated education-and-talent development,
creation of a national science-and-technology think tank, research-organization
and management reform, technology transfer and commercialization measures, and
expanded international scientific cooperation. It explicitly frames rapid AI
development as a strategic opportunity.
