At a Sept. 28 briefing, Foreign Ministry spokesperson Guo Jiakun said China will
participate in global AI governance with a constructive, responsible stance and
will continue to advance Chinese proposals. He said China, prior to recently
establishing an international AI cooperation organization, has supported
multilateral cooperation and favors a comprehensive approach—ethical standards,
operational processes and keeping AI under human control—and supports the UN as
the primary channel for a fair global AI governance system. Guo said China is
willing to maintain communication with the US through an AI
government-to-government dialogue, including agreed channels for AI-related
incident communication, framing such engagement as both a means to inclusive,
beneficial AI development and to build a respectful, equitable basis for
US–China strategic stability.
