Sept. 28 — SASAC said at a State Council press briefing that the central SOEs' 15th Five-Year plan has been issued. The plan targets raising the share of value added from strategic emerging industries in central SOEs by 5 percentage points by 2030; strengthens support for industrial software and key components; directs SOEs to lead AI adoption across sectors and to grow services and new pillars industries while boosting public-service support. It also calls for advancing construction of six networks and increasing investment in productive services, consumer services and emergency industries.

Market breadth was weak with more than 4,800 stocks down and half-day turnover above 1.1 trillion yuan. Power stocks outperformed, Zhejiang Xinneng hit the daily limit. Autos strengthened, with JAC Motors and Zotye Auto hitting daily limits. Cybersecurity names moved higher, Yongxin Zhicheng and Zhongxin Saike hit limits. Pork-related shares saw localized gains, Dongrui hit the limit. CPO-related names plunged, Xiangtong Optoelectronics and FiberHome hit limit-down. Telecom equipment, electronic components, semiconductors and non-ferrous metals were among the worst-performing sectors.
