The package encourages service‑sector firms to prioritize RMB pricing and settlement, and aims to boost financial institutions' onshore‑offshore resource allocation and international competitiveness. It calls for optimisation of integrated cross‑border services—settlement, FX hedging, cross‑border financing and external guarantees—to support outbound expansion and increase firms' international market participation. The guidance also directs continued development and deployment of a multilateral CBDC bridge and the CBETS cross‑border settlement platform to provide multiple channels for efficient, low‑cost cross‑border fund settlement for outbound service companies.
