Li Qiang chaired a State Council executive meeting that called new pollutants —
numerous, widespread and diverse — an emerging challenge for environmental
governance. The meeting made source control a top priority, ordering proactive
screening of key industries, precise identification of chemical emission sources
and dynamic publication of a priority-control list of new pollutants. It
demanded implementation of the new chemical-substance environmental management
registration system, stronger cross-department coordination on legacy and
emerging pollutant governance, and increased policy support to help firms transition and
ensure remediation targets are met.
