China's Ministry of Agriculture and Rural Affairs said it will prioritize
coordinated technological and institutional reforms to speed agricultural and
rural modernization during the 15th Five-Year Plan period. Policy steps include
advancing high-level agricultural science and technology self-reliance and
deeper integration of tech and industry to raise productivity through improved
land, seed, machinery and farming practices. The ministry will continue rural
reform measures including pilots to extend land-contract terms by 30 years after
the second-round expirations, shore up collective ownership, protect rights of
collective members, and mobilize rural resource factors to boost policy
effectiveness for agriculture, rural development and rural incomes.
