The Ministry of Natural Resources and the National Forestry and Grassland
Administration issued a notice to mobilize rural collective operational
construction land to support development of the services sector. Existing
collective construction land that territorial planning designates for
industrial, commercial or other business uses and has completed collective
land-ownership registration, as well as construction land created via
comprehensive land consolidation or through urban‑rural construction‑land quota
linkage, will be allowed onto the market under national deployment and given
priority for rural service-sector development.
