industry‑education integration as levers; deepen institutional reforms;
strengthen tech talent supply‑and‑demand forecasting; adjust academic
disciplines and majors; ease talent mobility channels; and improve talent
evaluation and incentive systems to amplify the policy’s multiplier effects.
