1. The Development and Reform Commission of Ningxia Hui Autonomous Region issued a notice on ensuring coal production and supply during the 2026 Mid-Autumn Festival and National Day holidays. The notice states that all operating coal mines in the region will, in principle, maintain operations and production without reduction during the holidays to ensure a continuous and stable coal supply.
2. According to CCTD China Coal Market Network, the Daqin Railway's autumn maintenance will begin on October 7th and last for 20 days, with daily shipments expected to drop to approximately 1 million tons. The latest total inventory of thermal coal in the eight coastal provinces is slightly higher than the same period in 2025 by 0.5%; the total inventory of users in the seventeen inland provinces is approximately 75.09 million tons, about 15 million tons lower than the same period last year.
3. The Indonesian Palm Oil Association (GAPKI) stated on Monday that Indonesia's palm oil exports in July were 3.19 million metric tons, a year-on-year decrease of 9.87%; crude palm oil production reached 4.9 million tons, a month-on-month increase of 1.68%; and inventory reached 2.76 million tons, slightly lower than the previous month.

The U.S. Department of Agriculture (USDA) released its weekly crop progress report early Tuesday morning, showing that as of the week ending September 27, the U.S. soybean condition was rated 58% good to excellent, in line with market expectations of 58%, the same as the previous week, and 62% at the same time last year; the harvest rate was 17%, lower than market expectations of 20%, compared to 12% the previous week, 18% at the same time last year, and a five-year average of 17%; leaf drop was 75%, compared to 62% the previous week, 76% at the same time last year, and a five-year average of 75%.
5. Shanghai Futures Exchange: Starting from September 30, 2026 (i.e., the night session of September 29), the maximum number of intraday open positions for non-futures company members, overseas special non-brokerage participants, and clients in the BU2610 and BU2611 petroleum asphalt futures contracts will be adjusted to 3,000 lots.
6. The National Energy Administration convened a special meeting to analyze the natural gas supply situation for the 2026-2027 heating season. The meeting required accelerating gas injection to ensure underground gas storage facilities are full for winter and coastal LNG storage tanks are at high liquid levels; and refining and implementing emergency plans to safeguard the bottom line of market supply.
7. Yunnan Tin Co., Ltd. announced that to ensure the safe and effective operation of tin smelting equipment and subsequent stable and efficient production, its branch plans to conduct routine maintenance shutdowns starting September 30, 2026, for no more than 45 days.
8. The Ministry of Industry and Information Technology and seven other departments jointly issued the "15th Five-Year Plan for the Development of the New Battery Industry." The plan focuses on five aspects: accelerating innovation across the entire industry chain, promoting industrial transformation and upgrading, improving the industrial system, enhancing industrial technology service capabilities, and improving the quality and level of trade and investment cooperation, outlining 19 key tasks.
