Wuhan municipal housing, natural‑resources and local financial regulators issued implementation guidance under the Notice on Improving the Commodity Housing Sales System. For pre-sale commodity housing projects with development-loan contracts signed on or before Aug. 28, 2026, the lead bank and developer may, under market and legal principles and by mutual agreement, use new financing, loan extensions or repayment‑schedule adjustments to meet reasonable financing needs, ease construction funding pressure and align loan disbursement with project construction cycles. When developers pledge land‑use rights for development loans, collateral should be established as a collective mortgage over subdivided land‑use rights; detailed rules will be issued separately.
