bureau issued opinions implementing to carry out rules to improve the commodity
housing sales system. Key measures: developers must submit phased, regional
development plans when filing planning applications; municipal natural resources
and housing authorities will guide definition of the project’s minimum unit;
projects may organize completion inspections and file completion records
sequentially by those minimum units. Handover is permitted only after water,
power, gas, heat and municipal infrastructure are in place. The guidance
formalizes phased completion filing: buildings may be split at the ±0 level and,
where conditions allow, completed in separate underground and aboveground
stages; fully finished projects may file completion in two stages — rough shell
and interior decoration.
