On Oct. 1 at the Valdai Discussion Club lenary, Putin said that if Russian territories — including the Baltic exclave Kaliningrad — are attacked, Moscow would consider using the full range of weapons in its arsenal. NATO has recently stepped up exercises aimed at Kaliningrad; Russia earlier warned that a NATO blockade of the region could prompt the use of all means, including nuclear weapons, to defend its territory.
