On Oct. 4, Dmitry Medvedev, deputy chairman of Russia’s Security Council and head of United Russia, posted on social media warning the U.S. not to block Russia’s “Dawn” low‑Earth‑orbit (LEO) satellite communications system at Ukraine’s request. Medvedev said such a move would lead to a “full‑scale space war” and that U.S. Starlink satellites would “fall.” Ukraine’s Volodymyr Zelenskiy told the Financial Times he has repeatedly asked U.S. President Trump to block the Russian Starlink equivalent, “Dawn,” and to sanction companies involved. Russia has banned domestic use of Starlink, and President Putin said in June Russia has begun deploying its own Starlink‑like LEO constellation.
